Propel NY Energy
New York Power Authority and New York Transco Seek Major Equipment Suppliers for Propel NY Energy Transmission Project in Southeastern New York State
The New York Power Authority (NYPA) and New York Transco (Transco) are seeking major equipment suppliers for a joint electric transmission project, Propel NY Energy. Propel NY Energy will improve resiliency and increase the energy capacity of New York’s electric grid through the installation of new underground and submarine transmission lines and new and upgraded substations through portions of Long Island, New York City and Westchester County.
The following items have been identified as critical equipment to be procured for the Propel NY Energy project:
· Power Transformers - 345kV/138kV (13.8kV Ter), 540/585/675MVA
· Phase Shifting Transformers/Phase Angle Regulators – 138kV 540/585/675 MVA (+/- 250 ) 345kV 900/1130/1275 MVA (+/- 400) & 345kV 650/970/1100 MVA (+/- 400)
· Shunt Reactors 345kV, 100 MVAr - 150MVAr
· Series Reactors - 138kV (Three Phase)
· Submarine Cables – 345kV
· High Voltage Terrestrial Cables - 138kV and 345kV
· Plug and Switch Systems (PASS) compact hybrid SF6 switchgear– 345kV and 138kV, 3000A, 63kA
· Disconnect Switches – 345kV and 138kV, 3000A, 100kA
· Gas Insulated Switchgear (GIS) - 345kV, 3000A, 63kA
· Current Transformers & Voltage Transformers – Included in GIS/ Transformers/PASS
· Coupling-Capacitor Voltage Transformers – 345kV and 138kV
· Surge Arrestors – 220kV and 92 kV maximum continuous overvoltage (MCOV)
Suppliers will be notified of these opportunities by WSP USA, Inc., a contractor to Propel NY Energy. Interested suppliers should send a notice of interest with "PropelNY" in the subject line and details on product specifications and company expertise to NYPA.Bids@NYPA.gov.

EVALUATION PROCESS:
Evaluation of proposals is made through a fair and equitable comparison of all proposals submitted in accordance the specifics of the Requests for Quotation (RFQ) as established in Our Guidelines for Procurement Contracts. We do not maintain prequalified bidders lists, and bidders are expected to demonstrate their proven experience within their proposals. We encourage Minority and Women owned (MWBE) and Service Disabled Veteran Owned Businesses (SDVOB) firms to participate in our Supplier Diversity Program. We also encourage such firms to participate in these bidding opportunities.
NYPA has implemented a comprehensive sourcing, contract management and supplier management system through the SAP Ariba platform which will enable electronic bidding. The transition to electronic bidding allows the Authority to manage the bidding process, contracts and relationships with its suppliers more efficiently. The Authority will continue to provide a list of bidding opportunities available to prospective bidders on this website. Instructions for submitting proposals will be clearly marked and provided to ensure successful submission to NYPA.
