The 2023-2024 Budget Enactment directed NYPA to conduct an annual conferral process to gather information and views on the state’s progress on Climate Leadership and Community Protection Act (CLCPA) goals, through outreach to state and other regulatory entities as well as private stakeholders, to help inform NYPA’s renewable development strategies.
In 2025, as part of its annual conferral process, NYPA spoke with and received written comments from over 30 stakeholders from diverse backgrounds from across the state. The 2025 conferral window closed on September 12, 2025. NYPA published the 2025 Conferral Report on December 9, 2025.
