The 2023-2024 Budget Enactment directed NYPA to conduct an annual conferral process to gather information and views on the state’s progress on Climate Leadership and Community Protection Act (CLCPA) goals, through outreach to state and other regulatory entities as well as private stakeholders, to help inform NYPA’s renewable development strategies. On August 3, 2026, NYPA launched the 2026 Conferral Process, which will run through October 2, 2026.
In 2025, as part of its annual conferral process, NYPA spoke with and received written comments from over 30 stakeholders from diverse backgrounds from across the state. NYPA published the 2025 Conferral Report on December 9, 2025.
