EVent Advances State’s Commitment to Transition its Fleet to 100 Percent Zero-Emission Vehicles

Light-, Medium-, and Heavy-Duty Electric Vehicles will be on Display

New Zero-Emission Vehicle and Infrastructure Dashboard Gives Data on State’s Light-Duty EV Transition

The New York State Office of General Services (OGS) and the New York Power Authority (NYPA) held the annual New York State Electric Vehicle Fleet EVent on Wednesday, May 21, at the Empire State Plaza in Albany, with a greater focus on medium- and heavy-duty zero-emission vehicles.

Brought back to the Plaza in 2023, the EVent provides government fleet managers, sustainability coordinators, elected officials, and members of the public with an opportunity to learn how New York State is working to meet Governor Hochul’s goal of transitioning all state agency light-duty fleet vehicles to zero-emission vehicles (ZEV) by 2035 and all medium- and heavy-duty fleet vehicles by 2040.

In September 2022, Governor Hochul signed Executive Order 22: Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program, which reiterated the previously established ZEV goals for non-emergency light-, medium-, and heavy-duty state fleet vehicles.

“OGS is proud to co-host New York State’s annual Electric Vehicle Fleet EVent at the Empire State Plaza,” New York State Office of General Services Commissioner Jeanette Moy said. “We are driving the implementation of Governor Hochul’s mandate to convert the state’s fleet to 100 percent zero-emission vehicles. As part of this effort, our annual EVent demonstrates how collaboration among state agencies, authorities, and the EV industry is creating a more sustainable future for all New Yorkers.”

NYPA President and CEO Justin E. New York State Energy Research and Development Authority (NYSERDA) President and CEO Doreen M. Harris said, “Zero-emission vehicles are key to unlocking better health in our communities, serving to reduce pollution, improve air quality, and help build a more sustainable, resilient New York State. Together, state agencies and authorities are leading by example in turning over our own vehicle fleets to be all electric as part of our energy transition.” 

New York State Department of Transportation (DOT) Commissioner Marie Therese Dominguez said, “The New York State Electric Vehicle Fleet EVent is about breaking down barriers and working together to accelerate New York State’s transition toward electric and clean fuel fleets, while addressing the challenges we still face. The synergy of this event, which brings together our partners in state government in cooperation with public and private entities, is truly electrifying! Together we are developing forward-looking strategies crucial to achieving Governor Kathy Hochul’s vision for a sustainable transportation future – one that will reduce emissions, promote local economies, and most importantly, enhance the health of all New Yorkers.”

New York State Department of Environmental Conservation (DEC) Acting Commissioner Amanda Lefton said, "New York State agencies are leading by example, working together to transition our fleets to electric vehicles, investing in renewable energy projects, and reducing climate-altering pollution across the board. These collective efforts help to reduce harmful emissions to improve air quality and benefit the health and lives of New Yorkers across the State, particularly those most burdened in disadvantaged communities. The annual New York State Electric Vehicle Fleet event is a great opportunity for New York's residents and businesses to learn more about the benefits of electric vehicles, charging infrastructure, and incentives available to go green, in addition to highlighting the State’s sustained efforts to advance clean energy and climate action. I thank OGS, NYPA, DOT, NYSERDA, and our many partners for supporting New York’s EV transition."

This year’s EVent showcased a range of charging equipment and vehicles, with more medium- and heavy-duty vehicles and vehicles assembled in the United States on display than ever before. Representatives from dealerships and manufacturers were on hand to answer questions about the latest makes and models.

Those at the EVent were also able to attend sessions on EV fleet electrification best practices and challenges, and learn directly from utilities, experts in electric vehicle charging, and sources of funding for converting medium- and heavy-duty fleets.

Attendees accessed information and resources that can support multiple elements of the EV transition. These elements include leveraging contracts and programs to purchase EVs and install EV charging infrastructure, obtaining applicable rebates, training staff on operating and maintaining EVs and chargers, providing workforce development opportunities, and effectively using vehicle data collection technology for EV fleet conversion planning.

The OGS Resiliency and Sustainability (R&S) Division is leading the EV fleet transition in close collaboration with NYPA and NYSERDA. Through this initiative, OGS is building capacity across agencies by sharing best practices, hosting an interagency ZEV conversion working group, providing technical assistance in EV fleet conversion planning, and facilitating partnerships to further a coordinated EV infrastructure buildout for state vehicles.

There are now approximately 600 charging ports at state facilities, and an additional 600+ ports are in design. This critical network of charging infrastructure is tailored to the needs of each agency’s fleet and operations, including standard level 2 chargers, DC fast chargers, and off-grid solar chargers with battery storage.
