Underlying NYPA’s goals to construct transmission lines and develop clean and affordable energy alternatives that meet New York State’s strategic priorities under the Climate Leadership and Community Protection Act, NYPA is subject to numerous transmission and reliability mandates set forth by the Federal Energy Regulatory Commission and the federally-approved electricity tariff of the New York Independent System Operator, Inc. On an annual basis, NYPA recovers the costs of its transmission system (the Annual Transmission Revenue Requirement (ATRR)) through monthly billings made by the NYISO. The ATRR is calculated in accordance with the NYPA Formula Rate set forth in NYISO OATT Section 14.2.3.
By July 1st of each year, NYPA will calculate and publish the Annual Update of the ATRR and subsequently hold an Open Meeting and conference call to provide an opportunity for interested parties to obtain information about the Annual Update.

NYPA will hold an Open Meeting (WebEx) and conference call to discuss the Annual Update for interested parties on Thursday, July 30th, 2020 at 10:00 a.m. This meeting is open to all interested parties. NYPA has no distribution or low voltage facilities and therefore NYPA has no local planning requirements.
NYPA only undertakes transmission projects as authorized by its governing statute (New York Public Authorities Law §§ 1000 et. Seq.) at the behest of and in coordination with other Transmission Owners to meet New York State electric reliability and economic needs.
When a potential NYPA transmission project is identified, the facilities are planned according to standards and criteria set forth by the New York Independent System Operator, the New York State Reliability Council, the Northeast Power Coordinating Council and the North American Electric Reliability Corporation.
The Power Authority belongs to the Northeast Power Coordinating Council, formed to promote the reliability and efficiency of interconnected power systems throughout the northeastern United States and central and eastern Canada. Members of this regional reliability council include transmission providers, transmission customers, power pools and independent system operators in Northeastern North America.
