The New York Power Authority (NYPA) is advancing the Propel NY Energy project, a major electric transmission project selected by the New York Independent System Operator to strengthen the reliability and resiliency of New York’s electric grid. In New Rochelle, the project requires constructing approximately three miles of new underground transmission cable and installing transition vaults beneath the parking lot at Hudson Park and Beach in New Rochelle. The parking lot was identified as the best location for the vaults after extensive engineering and environmental analysis. To complete this work, NYPA must secure permanent and temporary easement rights of this New Rochelle-owned city property.
NYPA is pursuing condemnation for acquisition of easement rights to the parking lot, owned by the City of New Rochelle. Condemnation is a structured legal procedure that allows NYPA, with authorization from its Board of Trustees, to acquire necessary rights‑of‑way through eminent domain to complete a project with benefits for all New Yorkers. This ensures that essential public infrastructure can proceed while protecting transparency and public participation.
Public Hearings:
As part of this process, NYPA will hold public hearings where residents can learn about the easement needs and project benefits. Individuals will have the opportunity to provide oral or written comments at one of the in person or virtual public hearing sessions or to submit written comments by email NewRocComments@nypa.gov.
