Why is this work being done?
In 2022, the New York Independent System Operator (NYISO), New York’s grid operator, identified a public policy transmission need (PPTN) that includes upgrading the Uniondale Hub substation (formerly East Garden City substation in Uniondale) to meet rising energy demand and bring more energy into the grid. As the owner and operator of the existing substation, the New York Power Authority, the nation’s largest state-owned public power entity, was granted the right to perform the upgrades.
What are the benefits of this project?
A robust electric transmission network is fundamental to our everyday lives. New York’s transmission system requires upgrades and expansion to improve reliability and create the resilient pathways needed to deliver more energy to local communities. By helping to bring more energy onto the grid, these upgrades also will help support healthier communities.
How can the public get involved?
Building relationships with stakeholders is a key focus of our team. NYPA will make all project applications and related information available through the project website and the public also will have opportunities to provide input through the New York State’s Article VII process, which will be reviewed by the New York State Public Service Commission (PSC). Have environmental impacts been factored into the design?
Yes. The New York Public Service Commission’s Article VII process is designed to assess the public need and environmental compatibility of all projects under its jurisdiction. The permit includes the development of a detailed Environmental Management and Construction Plan to minimize any potential environmental impacts during and after construction. The New York Power Authority is committed to working closely with all stakeholders to ensure this project prioritizes the wellbeing of communities and protects the surrounding environment now and into the future.
What is the schedule for work and when will it be completed?
The full project will take an estimated four years to complete. Construction is anticipated to begin in mid-2026 and be completed by mid-2029. Updates on construction will be made available on the project website.
Who pays for the project?
The New York Public Service Commission has directed that project costs be allocated on a statewide load-ratio basis.
Will there be traffic disruptions?
To minimize traffic disruptions in and around the project, the delivery of much of the major equipment will be scheduled for nights and weekends. Once construction begins, a 2-week construction look-ahead will be posted to the project website.
Will there be any power outages due to construction?
No, service will not be disrupted during construction.
On December 22, 2025, the New York State Public Service Commission (PSC) approved NYPA’s amendment application that was filed on April 18, 2025, through the Article VII permitting process. The Article VII process requires a full environmental review of any major transmission facility’s siting, design, construction, and operation in New York State. This approval will amend NYPA’s existing Certificate of Environmental Compatibility and Public Need for the Uniondale Hub Substation to allow for the proposed substation upgrades.
On June 16, 2026, NYPA filed the Environmental Management & Construction Plan (EM&CP) with the New York State Public Service Commissioner (PSC) as part of the Article VII permitting process. The EM&CP details how the substation upgrade will be built, covering everything from environmental protections, vegetation management, traffic management, and construction activities in accordance with certificate conditions.
Once the PSC approves the EM&CP, the next steps may include the issuance of a Notice to Proceed as directed by the PSC, which allows NYPA to officially begin construction under the conditions specified in the EM&CP. NYPA will issue notice to abutters and stakeholders confirming the start of construction and outline key milestones and points of contact.
The project will comply with all applicable state and federal laws. Certificates and permits will be sought from the appropriate agencies including the New York State Public Service Commission, in coordination with the New York State Department of Environmental Conservation, Department of Transportation, and other state agencies as applicable.

- Overview
Over the next two weeks, the Uniondale Hub Substation Upgrade project will continue with mobilization, construction fencing, site preparation, vegetation management, utility coordination, driveway entrance repairs and excavation. Standard work hours remain Monday–Friday, 7:00 a.m. to 7:00 p.m. A temporary eastbound right‑lane closure on Stewart Avenue is planned for one day on or about October 1 or October 2.

- Temporary lane closure on Stewart Avenue at the entrance to the substation, on or about October 1 or October 2, from 9:00 a.m. to 3:00 p.m. The eastbound right lane will be temporarily closed for one day. Individuals can expect to see road closure signs, cones, and flaggers. Pedestrians will be safely detoured from the sidewalk in this area.
