Why are you doing this work now?
NYPA and its engineering consultant have periodically conducted safety studies of the Massena Canal Power Dam’s structural condition to ensure its integrity. However, the decommissioned structure is open to the environment, and its internal condition has degraded over time, posing a possible safety hazard requiring additional maintenance. Executing this project will ensure the long-term stabilization of the dam, while creating a landscape that has a beneficial aesthetic and ecological relationship to the indigenous landscape.
What kind of permits are required for this work?
The project required permits from the New York State Department of Environmental Conservation (NYSDEC) and the United Stated Army Corps of Engineers (USACE).
What kind of outreach have you done to keep the public aware and/or inform the public?
NYPA held numerous outreach meetings with public officials, state agencies, local unions, and other relevant stakeholders. Through the SEQRA, USACE and NYSDEC permit process local community groups were also informed and consulted on the project. A project webpage will help keep the public informed during the entire construction process.
Will there be any restrictions on the use of the Grasse River while this work is taking place?
With the exemption of the areas within the immediate work zone, no restrictions will be placed on the use of the Grasse River because of this project.
Will the Grasse River ecosystem, fish, vegetation and water quality be harmed or changed by this project?
This project is taking place under the jurisdiction of the New York State Department of Environmental Conservation (NYSDEC). Special conditions are included in the permit that will ensure that little to no disruption to the environment will occur.
What is the project timeline?
Construction will be April 2025 with estimated completion in 2029.
Who are the principal parties involved in this remediation work?
The primary contractor is Luck Brothers Inc. of Plattsburgh, New York.
Will there be any local jobs associated with this work?
The contractor has subcontractors who use local unions. In addition, the contractor is meeting with local union representatives to discuss other opportunities for using union labor.
What is being done to minimize traffic, noise or any other public interference related to this project?
Construction entrances for trucks will be located off County Road 42 to minimize disruptions to local traffic. Construction activities will occur during normal working hours and weekend work will be held to a minimum to minimize noise impacts and public interference. The project will adhere to the Town of Massena noise ordinance requirements.
Why are you retiring this plant when we need more carbon-free electricity?
This plant was retired in 1958 after NYPA commissioned the St. Lawrence-FDR project. All generating components were removed and filled with concrete during that time.
