NYPA Offers Low-Cost Power for Regional Economic Development
As part of its commitment to the communities that host NYPA's major hydropower facilities, NYPA offers low-cost power to support business operation and expansion in the Niagara region and in the counties near the St. Lawrence Power Project.
Industrial Economic Development Program is comprised of 54 MW of the 768.4 MW of hydropower allocated to the Municipal and Rural Electric Cooperative Systems. It is intended for economic development in the systems' service territories. Power from this block can be allocated to individual systems to meet the increased electric load resulting from eligible new or expanding businesses in their service area. Awards are allocated with the approval of the NYPA Board of Trustees.

Preservation Power is comprised of 490 megawatts of competitively priced hydropower generated at the St. Lawrence Franklin D. Roosevelt Power Project that may be allocated to eligible businesses located in the Franklin, Jefferson and St. Lawrence counties of New York State. The program provides an incentive for businesses to expand or establish operations in the region. Awards are allocated with the approval of the NYPA Board of Trustees.

The ReCharge New York program is comprised of 910 megawatts of power that may be allocated upon the recommendation of the Economic Development Power Allocation Board to eligible applicants committing to create or retain jobs in New York State. Allocations may consist of equal parts RNY hydropower and RNY market power. Applicants apply online through the Consolidated Funding Application (CFA). Awards are allocated with the approval of the NYPA Board of Trustees based on recommendations by the Economic Development Power Allocation Board (EDPAB).

SLCEDP is comprised of 20 MW of hydropower generated at the St. Lawrence Franklin D. Roosevelt Power Project. It is available for sale to the Town of Massena Electric Department ("TMED") for economic development purposes. Awards are allocated with the approval of the NYPA Board of Trustees based on recommendations by TMED in conjunction with regional stakeholders.

Western New York Hydropower, also known as Expansion Power (EP) and Replacement Power (RP), is comprised of 695 megawatts generated at NYPA's Niagara Power Project in Lewiston that may be allocated to eligible applicants upon approval from the NYPA Board of Trustees. The purpose of the program is to attract businesses and spur expansion of existing facilities in the WNY region. Western New York Hydropower is awarded on a competitive basis to qualified businesses within a 30-mile radius of the Niagara Power Project, with 20 MW of the 695 MW program available for business expansion and attraction purposes in Chautauqua County. Awards are allocated with the approval of the NYPA Board of Trustees.

The Greater Massena Economic Development Fund is a revolving loan fund established by NYPA to provide incentives for business enterprises to establish, maintain or expand plants, facilities or operations in the Town of Massena and St. Lawrence County. It is administrated by the St. Lawrence County Industrial Development Agency.
This program provides 0% financing for alternative drive, hybrid or electric vehicles, as well as battery charging equipment.

The Niagara Economic Development Fund is a revolving loan fund established in 1990 to improve Niagara County's economic climate by providing loans for the establishment, maintenance or expansion of plants, facilities or operations in Niagara County. The Niagara County Development Corporation ("NCDC"), a not-for-profit under New York State Corporation Law, acts as Administrator and Trustee of the Fund.
The North Country Economic Development Fund is a $10 million revolving loan fund administered by the Development Authority of the North Country (DANC) that provides loans to businesses expanding their facilities and creating or retaining jobs in the region. It offers financing for eligible projects located in Jefferson, Lewis, St. Lawrence, Clinton, Essex, Franklin, Hamilton and Herkimer Counties, and the portion of the Akwesasne Mohawk Reservation located within New York State. The NCEDF is jointly administered by NYPA and the Development Authority of the North Country (DANC), with Empire State Development (ESD) and North Country Alliance (NCA) representatives also serving on the NCEDF board.

The Northern New York Power Proceeds Allocation Board (NNYPPAB) reviews applications for funds to support eligible costs and capital investment for economic development projects in St. Lawrence County. The NNYPPAB then makes recommendations to the NYPA Board of Trustees to approve funding from the Northern New York Economic Development Fund (NNYEDF). The NNYPPAB held their inaugural meeting on January 25th, 2017.

SPEC is a private, not-for-profit corporation operating in St. Lawrence County to oversee the disbursement of up to $10-million made available through the New York Power Authority. The purpose of SPEC is to create quality job opportunities by attracting the development of new technology companies, especially those focused on renewable energy and environmental technologies.
RVRDA is a partnership of St. Lawrence County, the four communities of Lisbon, Louisville, Massena and Waddington, and the St. Lawrence County Industrial Development Agency Local Development Corporation. The Agency was formed in 2010 to administer funds established and set aside by NYPA for economic development activities and programs.
This program increases natural carbon storage and biodiversity by supporting customer tree planting efforts across NYS. Participants purchase trees through the program and receive a second tree for free in a “buy-one-get-one” tree match. Participants can choose from a selection of 25 tree species that are native to NYS and which provide particular value for beneficial insects, butterflies and moths, birds, and small mammals.
