Photo and Caption: Marking a Milestone Roger B. Kelley, center, president and chief executive officer of the New York Power Authority (NYPA), joins Michael Gleason, executive director of the Greater Massena Chamber of Commerce, and Vicki J. Garcia, director of civil rights/public information officer for the St. Lawrence Seaway Development Corp., in commemorating this year’s 50th anniversary of the start of operations at NYPA’s St. Lawrence-Franklin D. Roosevelt Power Project in Massena. The Chamber of Commerce and the Seaway Development Corp. made presentations to Kelley at the Chamber’s 76th annual dinner at the Quality Inn in Massena on Feb. 7. Kelley, the featured speaker at the dinner, hailed NYPA’s recent agreement in principle with Alcoa on the terms of a new long-term power supply contract with the company.
