Invitation to Potential Bidders  Describing Bidding Process for New York Power Authority Power for Jobs™ Program

This invitation describes the bidding process that the New York Power Authority (Authority) will employ in its Request for Proposals (RFP) No. 20.

On July 1, 2007, the Authority issued RFP No. 20 for its Power for Jobs™ Program (PFJ Program).  RFP No. 20 will ask bidders to supply, on a monthly basis, Unforced Capacity to cover specified amounts of load and/or to enter into Contracts for Differences to provide fixed price hedges for specified amounts of energy for customers in the PFJ Program. The RFP will solicit monthly bids to cover PFJ customers' prospective requirements from July 2007 through June 2008.  Each month, bidders will be asked to submit competitive offers for the subsequent month.

The required quantities for each month (July 2007 through June 2008) will be e-mailed, as available, approximately 5 to 7 weeks prior to the start of the month for which bids were solicited. E-mails will be sent to bidders who provide their information on the attached form.  Thus, for example, for the bids solicited under this RFP No. 20 for the September 1-30, 2007 period, the Authority will send bidders its required quantities in the third week of July, 2007.  Bids will generally be due by the next business day, and the Authority will make a determination regarding bids on the day after that.
