New York State annually invests $300 million in energy-efficiency and renewable-energy projects, with NYPA providing a third of those essential investments. Our Renewable Portfolio Standard for electricity requires that by 2013 at least 25 percent of New York's electricity be generated from renewable energy. The Power Authority's massive hydroelectric power projects provide the strong and sizeable foundation that will allow us to achieve that goal. I have proposed a comprehensive series of initiatives to further reduce our petroleum dependence, including the Clean Coal Initiative which proposes "shovel-ready" sites for the private development of one or more advanced clean coal power plants. NYPA would also establish a Clean Coal Initiative Fund of $50 million to support innovative projects and will enter into power purchase agreements. As it celebrates its 75th anniversary, the New York Power Authority can be proud of its vital contributions, from the stewardship of New York's vast hydropower resources to successful demonstrations of new clean-energy technologies. The Power Authority continues to break new ground in advancing electric-drive transportation, including new hybrid-electric vehicles that can be plugged in at home or alternatively run on renewable bio-fuels. Its pioneering work in fuel cells, solar energy and energy-efficient buildings is bringing those concepts closer to everyday reality. The age of a "hydrogen economy" is dawning and the Power Authority, partnering with state and national technology leaders, is engaged in the exploration of hydrogen as a clean fuel for vehicles and the use of hydropower to produce hydrogen fuel, right here in New York State. Innovation has always been the key to the Empire State's progress. As we build upon our accomplishments and work toward a future powered by clean energy sources, the Power Authority will continue to play a crucial part in confronting the great energy challenges that lie ahead.
