Justin E. Driscoll
Justin Driscoll serves as the New York Power Authority’s executive vice president and general counsel. As EVP and general counsel he serves as the chief legal officer of the Authority, and is responsible for advising and representing the Authority in all legal matters. His duties include providing legal and policy advice to the Chairman, Trustees, President and Senior Management. He supervises the activities of the Corporate Secretary and the Chief Ethics and Compliance Officer, and also serves as a member of the Executive Committee and Enterprise Risk Management Committee. Justin manages NYPA’s 21 attorney legal department as well as all activities of outside counsel retained by the Authority.
Before joining NYPA, Justin was engaged in the private practice of law. While in private practice his clients included state agencies and authorities which he represented in all types of litigation and regulatory matters. Agencies he has represented include the State Dormitory Authority and the State Insurance Fund.
His government service consists of three years as law secretary in Civil and Supreme Court, New York County, and he is former general counsel of the New York State Housing Finance Agency and the State of New York Mortgage Agency, which are now part of New York State Homes and Community Renewal.
Justin is a graduate of American University in Washington D.C. with a bachelor’s degree from the School of Public Affairs. He received his law degree from the New York Law School and attended the New York University School of Law L.L.M. Program in trade regulation. Justin is a member of the New York City Bar Association, and the Energy Bar Association.
