    The project (MSSCP), developed by the New York Power Authority (NYPA) and New York State Electric & Gas (NYSEG), is a cost-effective way for increasing the amount of power that can be moved along existing transmission lines from upstate generators to meet the downstate need, without new lines.

    The Public Service Commission (PSC), in response to Governor Andrew M. Cuomo’s New York Energy Highway Blueprint, initiated a proceeding that invited developers to submit projects that will accomplish the Governor's objectives. MSSCP is one of the projects submitted to the PSC.
